The purpose of WISCA is to provide a forum for the exchange of ideas among professionals engaged in the clinical and administrative management of ambulatory surgical centers, and to serve as a mechanism whereby solutions to management problems and needs may be developed through concerted group efforts. This will be accomplished by facilitating communication between members, providing continuing education opportunities, assisting in the development of leadership skills, and by developing and advocating positions on legislative and regulatory issues.
History
The Association of Wisconsin Surgery Centers, Inc. (WISCA) was formed on June 14, 1989. In the early stages, several ASC leaders met as an informal group for the purpose of networking and sharing information. They met in Kenosha, Wisconsin on a regular basis and shared ideas regarding surgery center development, inventories, regulatory and surveying organizations etc. Peter Safranski, then Administrator of the Kenosha Surgery Center, was a driving force in the organization's early development. The first issue these folks grappled with was the development of the State of Wisconsin ASC reporting criteria.
In June of 1992, the original band of ASC administrators contracted with Lakeside Association Services, Inc. to develop the official organization known as WISCA. Their purpose statement was refined as follows:
"(WISCA exists) for the exchange of ideas among professionals engaged in the clinical and administrative management of ambulatory surgical centers and to serve as a mechanism whereby solutions to management problems and needs may be developed through concerted group efforts".
The first official meeting of WISCA was held in September of 1992. In 1995 the organization became incorporated and met bi-annually. By 1999 the membership grew to 16 ASC organizational members, one affiliate member (non-Medicare certified) and seven corporate affiliate members.
One of WISCA’s first efforts was in helping to shape health care policy. Early on, the organization worked with the Medical Society of Wisconsin and the Wisconsin Medical Group Management Association to develop a fair and equitable plan to fund Wisconsin's Health Insurance Risk Sharing Pool (HIRSP). The group also came together to work on a resolution to address some major concerns with a Worker's Compensation carrier operating in the state.
In the past several years WISCA has developed its own official website. The organization has expanded networking opportunities through the establishment of a membership list-serve; a forum for exchanging ideas, identifying concerns and calling members to action around issues involving all ASCs. Members are kept informed about legislative matters at both the state and national level. Affiliate members provide information about new products and services available in the field. Finally, educational programs and information exchanges have been offered at the annual spring 'forum'.
WISCA has made the effort to initiate positive changes which benefit the ASC industry and, ultimately, the healthcare consumers it serves. New member involvement is needed to continue our success.
