The Legislative Fiscal Bureau (LFB) published its analysis of the ASC assessment. The report provides an analysis of the assessment since its creation in 2009-11 bienial budget (2009 Wisconsin Act 28), including a summary of revenues collected and used over that time.
The report concludes WISCA's concern with the assessment since its creation. While ASCs may have collectively benefited from the assessment through additional MA reimbursement, the impact to individual centers is at best unknown. And although the state cannot release the information necessary to evaluate the experience by individual call center, the Department of Health Services did report to the LFB report that only 25 of the 58 ASCs subject to the assessment in 2009-2010 were "net winners" - and leaving 57% of the centers in the state having paid more in assessment than they gained in reimbursement. The future mix is uncertain given changes at the state level and more importantly at the federal level as Congressional leaders consider changes to the federal Medicaid matching funds available to states. WISCA remains committed to work with state leaders to to find more fair, equitable and sustainable strategies to support reimbursement to Wisconsin's ambulatory surgery centers.
