Position Statement on Recovery Care
The Wisconsin Surgery Center Association (WISCA) takes the following position on Recovery Care.

We believe that:

  • recovery care provided by ambulatory surgery centers (as defined above) is an effective mechanism for the provision of surgical and recovery services for the populations served.
  • the key benefits to these populations are those of higher quality of care, safety, lower cost, convenience, and comfort.
  • a higher quality of care is obtained in the ambulatory setting as cited in numerous studies documenting better patient outcomes and proven patient satisfaction.
  • the safety provided to the patients matches that provided in an inpatient setting in every respect. This safety begins with cautious selection of the appropriate surgical setting by the surgeon, and carries through to the pre-operative, intra-operative, and post-operative emergency systems, code policies, and quality monitoring efforts.
  • lower costs incurred by the payors can be obtained by provision of these equal or higher-quality services within the ambulatory environment. In this time of spiraling health care costs, this is an appropriate cost-containment strategy for providers to offer within their delivery system.
  • the comfort and convenience afforded the patient through the ambulatory environment surpasses that of the inpatient environment, and that this translates to higher patient satisfaction through lower stress and anxiety experienced by these patients.
