ASCA Participates in Roundtable Discussion with Secretary Price, Administrator Verma

Earlier this week, ASCA staff participated in a roundtable discussion with US Department of Health & Human Services (HHS) Secretary Tom Price, MD. The Centers for Medicare & Medicaid Services (CMS) Administrator Seema Verma was also part of the discussion that allowed surgical specialty groups to identify specific regulatory burdens that could be lifted by HHS. Each organization present was given three minutes to present, and ASCA chose to use that time to discuss the following:

  • Conversion Factor: ASC payments are tied to the hospital outpatient department (HOPD) payment system. HOPDs are updated based on the hospital market basket, and the same increases in the cost of doing business in an HOPD—equipment, devices, implants, facility upkeep and staffing costs—apply to ASCs. CMS must replace the Consumer Price Index for Urban Consumers (CPI-U) with the hospital market basket as the update mechanism for ASC payments.
  • Procedures Permitted in ASCs: CMS should reimburse ASCs for all surgical codes for which it reimburses HOPDs. In the absence of that, CMS should add the codes recommended by industry clinicians.
