Kelsey Anderson

Kelsey is an associate in the Madison Office of Husch Blackwell LLP, and a member of the Healthcare, Life Sciences & Education Strategic Business Unit.

Kelsey assists health care providers, suppliers and companies with a wide range of health care regulatory matters. Kelsey’s practice includes regularly counseling clients on issues involving Medicare and Medicaid compliance, enrollment and payment, Physician Self-Referral Law (Stark), Anti-Kickback Statute, Health Insurance Portability and Accountability Act (HIPAA) compliance, telehealth, and state licensing matters. Additionally, Kelsey assists clients with various contractual matters, such as participating provider agreements, vendor contracts, business associate agreements and professional services agreements.

Thomas N. Shorter

Tom Shorter is a partner in the Madison office and part of the Heatlhcare, Life Sciences & Education Strategic Business Unit of Husch Blackwell LLP. Tom represents hospitals, physicians’ groups, research institutions and health care related organizations, as well as other businesses, providing counsel on health care, corporate, labor and employment and regulatory matters.

For clients in the health care industry, Tom handles matters regarding Medicare compliance, Health Insurance Portability and Accountability Act (HIPAA), Emergency Medical Treatment and Labor Act (EMTALA), Physician Self-Referral (Stark), and Anti-Kickback.

Tom is an active member of several national and local Association boards, including the American Health Lawyers Association, the State Bar of Wisconsin, HIPAA Collaborative of Wisconsin, the Wisconsin Medical Society Foundation and the American Heart Association.
