Budget Committee Retains Modified Assessment

The Joint Finance Committee passed an omnibus Medicaid budget plan that includes a modification of the current assessment.  This is an alternative to the Governor’s budget that proposed elimination of the assessment.  The modified assessment would exist under the new CMS parameters at a much lower level with centers taxed $5,000,000 annually (formerly $16,700,000).


The Association actively lobbied all members of the Finance Committee to support a replacement of the ASC assessment with a small GPR increase to leverage MA federal match dollars to help centers who would be affected by the outright elimination of the assessment. Unfortunately Finance Committee members were resistant to using GPR for this purpose.  The omnibus bill passed the Joint Finance Committee on a 12-4 vote.


The WISCA legislative committee and board will review the development and keep members informed as we prepare for the full legislature's review of the budget, and eventually the Governor's action.
