Joint Finance Committee Passes ASC Assessment Report

The Joint Finance Committee approved new budget language that would require the state to publish a report on the ASC Assessment.  The request was part of a larger Medicaid omnibus bill passed by the Committee last night.

 

The "ASC Assessment Transparency Bill" establishes new reporting requirements for State related to the assessment.  Specifically, the motion requires the Department of Health Services to report:

  • the total amount of revenues collected from eligible ASCs under the assessment program;
  • the amount each eligible ASC paid under the assessment (specialty identified, but center name not published);
  • total amount of assessment funds received by each managed care organization (MCO) and the total amount of reimbursement paid from MCOs to ASCs; and
  • the total amount of revenue returned to eligible ASCs under the assessment.

 

While the omnibus motion was passed on partisan lines (12-4), the Democrat members of JFC had included WISCA's request in their own omnibus motion earlier; that motion failed 4-12.  WISCA will now work to make sure the language remains in the final budget approved by the full legislature, and eventually signed by the Governor.
